On the second day of the COPUOS discussions, the U.S.-led bloc unveiled Working Paper 1.4, introducing a safeguard system as an extension of the Artemis Accords to monitor military technology development in space. This framework, co-signed by allies including India, Japan, and Germany, proposes inspections, real-time monitoring, and public reporting to ensure that such developments are limited to civilian and research purposes.
