Equitable Exploration of Marine Resources in Exclusive Economic Zone and Areas Beyond National Jurisdiction


Among the six main organs of the United Nations, the General Assembly provides a forum for countries to discuss a wide range of issues. The GA has six main committees addressing different kinds of issues. The Second Committee—the Economic and Financial Committee—is one of the six main committees, mainly focusing on issues related to economic growth and development, such as macroeconomic policy questions, financing for development, sustainable development, operational activities for development, etc.
The Second Committee drafts reports on several issues, providing recommendations to the GA for consideration and action. For example, the Second Committee has recommended that the GA adopt the Draft Resolutions concerning South-South cooperation, the eradication of poverty and other development issues, the protection of the global climate, and information and communications technologies for sustainable development.
Since every main Committee is designated to discuss the agenda item “Revitalization of the work of the General Assembly”, the Second Committee discusses not only economic and financial issues, but also the revitalization of its and the UN’s work.
In conclusion, the Second Committee plays an important role in the GA to make decisions and implement policies.
This year, the topic is “Equitable Exploitation of Marine Resources in Exclusive Economic Zone and Areas Beyond National Jurisdiction,” with the committee set as the General Assembly Second Committee.
In 1982, the third version of the United Nations Convention on the Law of the Sea was adopted, and corresponding regulations were formulated for each area of the ocean. Still, some flaws and ambiguities in the convention make it hard to implement, especially in three aspects, “authority of fisheries”, “equitable sharing of benefits on High Seas”, and “seabed mining regulations.” In this conference, delegates, you will sort out a way for equitable exploitation of marine resources, thus dedicating yourselves to our oceans, to this invaluable treasure of nature.
